As part of a joint Government initiative to improve public use of the Cahill Expressway, Circular Quay Railway Station was opened up to create better views into and out of the station by removal of the original parapet walls and removal of other obstructions. 

Thorburn was engaged to manage the station components of the project for the planning approvals, detailed design and construction phases. Management of heritage issues and construction within are very busy CBD precinct were major feature of the project.
